IRCC is opening a new annual window of the Francophone Minority Communities Student Pilot (FMCSP) on August 26, 2026 — the pilot that creates a French-language study pathway, with a route to permanent residence, at institutions outside Quebec. Up to 2,970 study permit applications will be accepted between August 26, 2026 and August 25, 2027.

What the FMCSP is

The FMCSP is a pilot program designed to strengthen French-speaking minority communities outside Quebec by attracting international francophone students. In practice, it works as a French-language study pathway at designated learning institutions (DLIs) that offer French or bilingual programs, with a streamlined route to permanent residence at the end of the studies.

Among the program's general requirements (always subject to official confirmation at the time of application):

• Being a citizen of one of the countries eligible for the pilot;
• Having confirmed admission to a participating designated learning institution;
• Demonstrating sufficient financial resources;
• Meeting the required French proficiency level (historically, CLB 5);
• Meeting the standard medical and security requirements of any study permit.
